Main Objective
The Foundation will develop a tool for incident commanders for management of incidents involving pipeline and rail car spills of crude oil that addresses the competencies for incident commanders as outlined in Chapter 8 of NFPA 472. The tool would support pre incident preparation by guiding the user to identify how the agency complies with the Chapter 8 incident commander competencies, and generate a complete document that could serve as the foundation for an Incident Action Plan (IAP).
Public Abstract
Under the terms of this agreement, the Recipient must demonstrate completion of the work through the actions it has specified in its Application. The development and promulgation of nationally recognized guidance for pipeline incident management directly aligns with the following PHMSA challenges and strategies to address them:
- Mitigation and response: incident management is the core element of an effective response strategy shared responsibility and collaboration with others. The proposed method to develop the guidance will engage the stakeholders in the implementation of the project and foster communication and collaboration at the local responder level
- Strong enforcement: the direct input from this project into NFPA national standards development for incident response will strengthen the enforcement framework and safety management systems.
