PHMSA partnered with the National Association of Counties (NACo) to conduct informative webinars in states to inform stakeholders about energy pipelines, pipeline regulation, roles that local governments have in pipeline safety, and the PIPA initiative and recommended practices. These stakeholders include those involved in all aspects of land use and development planning, including those involved in planning and zoning, permitting, engineering, policy, and environmental review. This also includes those involved with emergency management, such as mitigation planning, emergency preparedness, emergency response, and training. PHMSA and NACo seek to encourage these stakeholders to learn more about the impacts of land use and development planning on pipeline safety and to incorporate the PIPA recommended practices in their land planning and development processes.
