Through partnership, federal and state pipeline safety agencies oversee a network of pipelines in the United States and Puerto Rico. States assume all or part of the intrastate regulatory and enforcement responsibility through annual certifications and agreements. Intrastate facilities may include gas distribution, gas transmission and hazardous liquid transmission pipelines, as well as gathering lines, storage fields, and LNG facilities. Due to the vast size of the gas distribution pipeline system the majority of pipeline inspections are carried out by state inspectors. The strength of PHMSA’s federal/state partnerships directly impacts the integrity of our nation’s pipelines. Strong partnerships are critical to a successful national pipeline safety program.

The National Association of Pipeline Safety Representatives (NAPSR) is a nonprofit organization that represents state pipeline safety personnel. NAPSR supports the safe delivery of pipeline products by working closely with PHMSA, the pipeline industry and other interested organizations.
